All Guyanese should read the SN letter of March 28th titled, “Bhagwandin’s disclosure about the Vreed-en-Hoop shore base raises more questions than answers provided” by Isiah Francis. Francis was responding to Joel Bhagwandin’s article of March 26th in which he spilled the beans on the shorebase project. His article titled, “Vreed-en-Hoop shore base is not a public-private partnership”, revealed that Exxon is financing the project [with millions of dollars] in prepayment rentals. So, who really owned this project – Private Investors or Gov’t of Guyana? [It is financed in part or whole by Cost Oil]. Minister Vickram Bharrat should clear the air on whether Prepayment rentals by Exxon – even before the project is not yet completed – amounts to putting up CAPEX to build the project in the first place. Is this not a corrupt deal between the “private investors” and the gov’t on the one hand – and Exxon on the other?
